We should be careful about causality. The SOPs did the work. The external reading only shortened the drafting phase. But that phase is where most small shops stall, and a source that gets an engineer from blank page to outline in an afternoon has a measurable, if modest, value.
The mixed-identity problem, and why it partly worked
